Mexican trucks carrying loads of consumer goods into the United States under a test program could be across the border in as little as 15 seconds, according to government officials setting up the procedures.

A spokesman for the Federal Motor Carrier Safety Administration has confirmed to WND Mexican trucks participating in the cross-border program would be eligible to participate in the U.S. Customs and Border Protection's Free and Secure Trade system.

Participation in the FAST program would keep physical inspections of truck trailers or shipment containers to a minimum, and speed their processing on lanes specially designated for the shipments.

While some implementation details of the plans still are being resolved, WND has learned that several government agencies will be involved with the effort to allow Mexican long-haul rigs to have the run of the United States.

WND already has reported on plans by truckers to circle the White House and state capitols in a "rolling blockade" in a protest by truckers who are organizing the "Truck-Out."

Now WND has determined that responsibilities for various aspects of the Mexican pilot test are divided among government agencies, with coordination of efforts still on-going. Among the responsible groups will be:

The Federal Motor Carrier Safety Administration has primary responsibility for setting the safety requirements for certifying Mexican trucking companies to participate in the program.
The Department of Homeland Security has primary responsibility for the national security aspects of allowing certified Mexican trucking companies to run their long-haul rigs throughout the United States.
Within DHS, the U.S. Customs and Border Protection has primary responsibility for managing key border crossing electronic systems that will be utilized in the Mexican truck program.

Truckers using the high-speed border crossing procedures also will be given access to electronically-cleared RFID programs, a special driver registration for the speedy crossings, and access to B-1 visas, qualifying them to deliver Mexican cargoes in the United States and to pick up U.S. cargoes for delivery to Mexico, officials reported.

Rick Craig, director of regulatory affairs for the Owner-Operator Independent Drivers Association, expressed concerns to WND that key questions have yet to be answered.

WND previously reported the Department of Transportation plans to certify the first participating Mexican trucking company as early as the end of April or the beginning of May.

"It's amazing to me that with the implementation of this pilot program apparently just a few weeks away, DHS, DOT and the State Department that issues the B-1 visas are still trying to get their facts straight on fundamental safety and security details," Craig said.

Craig also questioned whether the electronic border-clearing measures being planned for the Mexican test would contribute to addressing the safety concerns his organization and others have raised.

"First of all, from all we have seen, C-TPAT, ACE (Automated Customs Environment) and FAST are government initiatives that are designed to expedite the movement of freight across the border," Craig pointed out. "Those programs do not necessarily decrease homeland security threats or opportunities for illegal activity."

"Permitting Mexico-domiciled truckers involved with this pilot program to be electronically cleared at border crossings certainly would be at odds with the safety assurances that DOT officials have claimed will be in place," Craig argued.

The FMSCA spokesman confirmed that electronic measures such as the C-TPAT and FAST programs would be the primary check made by law enforcement as the Mexican trucks in the program cross the border.

FAST operates in specially designated border-crossing highway lanes designed to allow Mexican and Canadian trucks entry into the United States with minimal delay.

At the border, the electronic FAST lanes will operate as follows:

RFID (radio frequency identification) transponders built into truck registration certificates posted on the cab windshield feed C-TPAT and FAST data into the border agent's computer.
A second transponder built into the FAST ID card issued to accompany a driver's commercial license is also read electronically.
RFID transponders with the shipment must correspond with the e-manifest data the C-TPAT data shipper has pre-processed to U.S. border patrol through an electronic ACE (Automated Customs Environment) shipment processing system.

The Customs and Border Patrol officer at the booth in the FAST lane can then request to physically inspect the driver's B-1 visa.

Mexican trucking companies can participate in FAST provided they are enrolled in the Customs Trade Partnership Against Terrorism.

WASHINGTON, DC -- I have two subjects to deal with today. The first is the completely disastrous military situation in Iraq and the second deals with deliberately poisoned food in the United States. In the first matter, it will soon become public that Bush is going to extend the tours of duty for troops to 15 months or, with some clever interpretation of the rules, to 20 months.

In addition to these draconian measures, be advised that a classified Pentagon report confirms what we already knew: that Bush is ordering all, repeat all, National Guard units activated (in discreet stages) for immediate shipment to Iraq. This week, the Army, Navy and Air Force announced an increase, while the Marine Corps and Coast Guard had a decrease. The net collective result is 1,030 more reservists mobilized than last week.

At any given time, services may mobilize some units and individuals while demobilizing others, making it possible for these figures to either increase or decrease. Total number currently on active duty in support of the partial mobilization for the Army National Guard and Army Reserve is 63,689; Navy Reserve, 6,404; Air National Guard and Air Force Reserve, 5,079; Marine Corps Reserve, 5,514; and the Coast Guard Reserve, 302. This brings the total National Guard and Reserve personnel, who have been mobilized, to 80,988, including both units and individual augmentees."

The press is being strongly advised by the White House and the DoD to "play this down" lest it cause "unnecessary political problems."

Also, there is a plan to reactivate many ex-soldiers who have completed their service within the past five years. This will be guaranteed to create even greater uproar but Bush is determined to do this and in the end, he will have his way regardless of Congress or the opinions of the American public.

The new "surge" troops are not properly armed; have absolutely no body armor, for example, and not is, or will be available, and the casualties are soaring. Bush's goal of crushing any Iraqi resistance to the American occupation has been doomed from the start but no one dares to advise him of this dismal and growingly obvious fact.

Bush obviously has a death wish but unfortunately, the casualty rates of both American military personnel and the Iraqi civilian population (ca. 600,000 in four years) have absolutely no effect on him.

Another Pentagon report on desertions in addition to a new one under date of April 9, 2007, speak of the exploding rate of desertions and the very strong possibility of mutiny. The Pentagon hopes that such rebellions would be in Iraq where they can be ruthlessly dealt with out of sight of the increasingly enraged American public. Shooting dozens of soldiers would be much easier in the privacy of Baghadad barracks rather then at Ft. Bliss.

Also, it is interesting to note that the highly sophisticated roadside bombs that are inflicting many deaths and terrible injuries were not manufactured in Iran but in Iraq! A bomb-making factory was recently uncovered (a full report will be printed here soon) in Baghdad and both the Pentagon and the White House were fully advised. The American media has been ordered to shut this off because Bush demanded it.

כ וּשְׂבַעְתֶּם עַל-שֻׁלְחָנִי סוּס וָרֶכֶב, גִּבּוֹר וְכָל-אִישׁ מִלְחָמָה--נְאֻם, אֲדֹנָי יְהוִה.	20 And ye shall be filled at My table with horses and horsemen, with mighty men, and with all men of war, saith the Lord GOD.
כא וְנָתַתִּי אֶת-כְּבוֹדִי, בַּגּוֹיִם; וְרָאוּ כָל-הַגּוֹיִם, אֶת-מִשְׁפָּטִי אֲשֶׁר עָשִׂיתִי, וְאֶת-יָדִי, אֲשֶׁר-שַׂמְתִּי בָהֶם.	21 And I will set My glory among the nations, and all the nations shall see My judgment that I have executed, and My hand that I have laid upon them.
כב וְיָדְעוּ בֵּית יִשְׂרָאֵל, כִּי אֲנִי יְהוָה אֱלֹהֵיהֶם, מִן-הַיּוֹם הַהוּא, וָהָלְאָה.	22 So the house of Israel shall know that I am the LORD their God, from that day and forward.
כג וְיָדְעוּ הַגּוֹיִם כִּי בַעֲו‍ֹנָם גָּלוּ בֵית-יִשְׂרָאֵל, עַל אֲשֶׁר מָעֲלוּ-בִי, וָאַסְתִּר פָּנַי, מֵהֶם; וָאֶתְּנֵם בְּיַד צָרֵיהֶם, וַיִּפְּלוּ בַחֶרֶב כֻּלָּם.	23 And the nations shall know that the house of Israel went into captivity for their iniquity, because they broke faith with Me, and I hid My face from them; so I gave them into the hand of their adversaries, and they fell all of them by the sword.
כד כְּטֻמְאָתָם וּכְפִשְׁעֵיהֶם, עָשִׂיתִי אֹתָם; וָאַסְתִּר פָּנַי, מֵהֶם. {ס}	24 According to their uncleanness and according to their transgressions did I unto them; and I hid My face from them. {S}
כה לָכֵן, כֹּה אָמַר אֲדֹנָי יְהוִה, עַתָּה אָשִׁיב אֶת-שבית (שְׁבוּת) יַעֲקֹב, וְרִחַמְתִּי כָּל-בֵּית יִשְׂרָאֵל; וְקִנֵּאתִי, לְשֵׁם קָדְשִׁי.	25 Therefore thus saith the Lord GOD: Now will I bring back the captivity of Jacob, and have compassion upon the whole house of Israel; and I will be jealous for My holy name.
כו וְנָשׂוּ, אֶת-כְּלִמָּתָם, וְאֶת-כָּל-מַעֲלָם, אֲשֶׁר מָעֲלוּ-בִי--בְּשִׁבְתָּם עַל-אַדְמָתָם לָבֶטַח, וְאֵין מַחֲרִיד.	26 And they shall bear their shame, and all their breach of faith which they have committed against Me, when they shall dwell safely in their land, and none shall make them afraid;

RAMALLAH – Iran is preparing for a possible confrontation with the United States and Israel over its nuclear program and has been training and funding Palestinian groups to carry out large-scale terror operations in the event of a U.S. or Israeli attack against Tehran, according to Palestinian security officials and terror leaders speaking to WND.

The officials and terror leaders said Iran has in recent days been funneling money to Palestinian terror groups in the West Bank and Gaza Strip to compensate for the loss of loyalty of other Palestinian terror groups receiving funds from competing sources.

The Palestinian security officials said Palestinian Authority President Mahmoud Abbas' Fatah organization, in coordination with Israel-based U.S. security coordinators, has stepped up payments to Fatah militias and cells of the Al Aqsa Martyrs Brigades terror group on condition the militias and Brigades members cut contact with Iran and the Iranian-backed Hezbollah militia.

The Al Aqsa Martyrs Brigades, Fatah's declared military wing, took responsibility together with the Islamic Jihad terror group for every suicide bombing in Israel the past two years. Israel says cells of the Brigades receive funding from and have coordinated attacks with Hezbollah.

A senior leader of the Brigades in the northern West Bank City of Nablus confirmed to WND his cell has recently received funds from Fatah to compete with financing from Iranian groups.

Palestinian security officials say Iran has been compensating for the loss of loyalty of some militias and Palestinian groups by stepping up financing for units of Islamic Jihad, Hamas' so-called military wing, and the Gaza-based Popular Resistance Committees terror organization.

"Iran is making contingency plans for war," said a security official.

Earlier this month, the Israeli Defense Forces warned Iran, Syria and the Lebanese Hezbollah militia are preparing for a U.S.-led war this summer.

"Their preparation is defensive ahead of war. ... They fear a war initiated by the Americans because they understand that there might be an attack against Iran over the summer, but not by Israel," IDF Military Intelligence chief Amos Yadlin told the Knesset.

Yadlin said Iran and Syria believe a war this summer will be initiated by the U.S. and that Israel will be involved. He said Israel has been monitoring Iranian fortification of Tehran's military positions; Syrian military movements and indications of war preparation with the help of Iran; and the large-scale smuggling of Iranian-supplied weapons to Hezbollah.

Yadlin noted the war preparations are defensive. He said Israel doesn't expect Iran or Syria to start a confrontation. The military intelligence chief, though, said he feared hostilities could break out even without a U.S.-led strike because of "the involvement of many players."

WND previously reported Brigadier General Yossi Baidatz, head of the IDF's intelligence research division, said the Syrian army has been placed on high alert for attacks. He said Syrian President Bashar Assad ordered increased production of long-range missiles and instructed the Syrian military to position anti-tank missiles closer to the Syrian border with Israel.

Security officials say state-run Syrian media have been broadcasting regular warlike messages unseen since the 1973 Yom Kippur War, in which Syria and Egypt launched invasions from the Golan and the Sinai desert.

"The tone [in Syria] is one of preparing the public for a war," said a senior security official.

Tehran and Damascus, which both support Hezbollah, have signed several military pacts.

According to Israeli intelligence officials, Iran and Syria have been smuggling mass quantities of weaponry to Hezbollah in Lebanon. The officials say Hezbollah has regained most of its strength since the militia's war last summer with the Jewish state and that the rate of weapons smuggling has nearly doubled the past few weeks.

"The Iranian weapons are coming in so furiously, there are even indications Syria is worried about Israeli deterrent action against Hezbollah," a security official said.

WND reported last month Iran has been working with Palestinian groups in Gaza to help improve the range of Palestinian rockets, smuggle in mass quantities of weapons, construct underground bunkers and build guerrilla-like armies.

Israel says Hamas is sending hundreds of Gaza-based militants to Iran for prolonged periods of advanced training and that the smuggling of weaponry into Gaza from the neighboring Egyptian Sinai desert recently increased six-fold. Israeli officials say Palestinian terror groups were taking advantage of a cease-fire signed in November to enhance rockets and create a complex system of underground war bunkers.

Alongside the reports of Arab war preparations, Israel has also been taking some defensive measures. Last month the Jewish state engaged in a nationwide wartime drill, acting out responses to various wartime scenarios, including salvos of chemical-tipped missiles and major terrorist attacks. It was the largest war drill held in Israel since its establishment in 1948. Israeli government spokesmen said the drills were to test lessons learned during last summer's war against the Hezbollah militia in Lebanon.

Israeli security sources also confirmed to WND stepped-up training schedules for IDF reservist troops. They say the training is not related to any expected confrontations, but is in response to internal military investigations that found reservists were not properly trained for the Lebanon war.

Longer deployments, shorter rests, and loss of midlevel officers have analysts worried about the state of America’s military.

On April 2, the Pentagon announced that 4,500 U.S. soldiers would return to Iraq ahead of schedule. The decision to lengthen deployments and shorten rest and training periods at home between rotations in order to sustain force levels in the Iraq war zone is being seen by seasoned military experts as a sign of a broken army.

Another sign that the Army could be at its breaking point is the loss of midlevel officers. Phillip Carter, a former Army officer who served in Iraq, warns:

The U.S. Army broke in the 1970s in the wake of the Vietnam War and the end of the draft. But if you ask officers who served during that period, few will recall the sounds of creaking planks, snapping beams, or rupturing buildings as the institution disintegrated. Instead, the crumbling occurred over time, becoming apparent only decades later.

Today’s Army is stretched past its breaking point by the wars in Iraq and Afghanistan. The sounds of its collapse may be faint enough for policymakers in Washington to ignore, but they are there. An exodus of junior and midlevel personnel illustrates the crisis. Their exit has forced the Army to apply tourniquets like “stop loss” to halt the hemorrhaging, and it has also dropped its standards for recruiting and retention.

For some time, there has been concern among military personnel and former personnel that the Army is overstretched. The surge now underway in Baghdad has only compounded those fears. According to retired Maj. Gen. Robert H. Scales, it takes two brigades at home—one resting and one training—to keep one in combat at any particular time. However, the forces have only half the number of brigades needed to maintain the number of troops required for the current military buildup in Iraq—hence the longer deployments and shorter breaks and training periods.

Carter explains how critical the rest periods at home are to maintain an effective fighting force:

The combat-stress literature suggests there’s a finite limit to the amount of time that men and women can withstand combat. British historian Richard Holmes pegged this figure at approximately 60 days of sustained combat. In Iraq, we often wondered what our finite limit was, given the stresses of our advisory mission and the frequent attacks on our compound in downtown Baqubah. You can drink only so much chai with Iraqi leaders, and hit so many improvised explosive devices, before you burn out and need to go home. …

To a senior Pentagon official studying a set of PowerPoint slides in the Pentagon, the question may seem academic. But to men under fire, it is anything but. Keeping units in combat for longer than a 12-month tour may push many troops past their breaking point, endangering both their lives and the mission.

Even more damaging to a nation’s fighting force could be the loss of its officers due to frustration and lack of morale resulting from these fighting conditions. Though officials claim retention rates remain high, Major General Scales comments that the Army’s “cumbersome readiness reporting system only informs leaders in Washington of conditions on the ground many months after the force begins to break. … If we lose our sergeants and captains, the Army breaks …. That’s why these soldiers are … the canaries in the readiness coal-mine. And … if you look closely, you will see that these canaries are fleeing their cages in frightening numbers.”

Military.com reported last November, “So many midlevel officers are leaving the Army under the strain of fighting in Iraq and Afghanistan that the Pentagon is worried it might not have enough generals 10 to 15 years from now.” The New York Times reported last year that more than 30 percent of West Point graduates of the class of 2000 left active duty immediately after their five-year compulsory service was up—the highest rate of loss for 16 years. “Mirroring the problem among West Pointers, graduates of reserve officer training programs at universities are also increasingly leaving the service at the end of the four-year stint in uniform that follows their commissioning” (April 9, 2006). In response, the Army has been using aggressive tactics to keep officers. The Army Reserve, for example, will not allow any officers to leave the forces unless they first serve in Iraq or Afghanistan. New incentives have also been introduced to persuade officers not to leave.

The United States is at the “knee of the curve,” Barry McCaffrey, a retired four-star Army general says. “There is no argument of whether the U.S. Army is rapidly unraveling.” He says that the Defense Department’s readiness ratings, which are classified, are in decline, and that the Army’s combat equipment “is shot.”

“Sen. John McCain, R-Ariz., has said that the only thing worse than a broken army is a defeated army. But this puts the cart before the horse, because in this case, the breaking of America’s military will lead to defeat, both now and later,” writes Carter.

Such an American military defeat is precisely what biblical prophecy foretells. The prospect of a broken military force together with a broken national will will yet prove Herbert W. With Tehran continuing to move ahead with its nuclear plans, rumors persist the White House is planning a military strike on Iran in April.

"Preparations to strike Iran's strategic facilities continue," Col. Gen. Leonid Ivashov, president of the Academy for Geopolitical Problems, a Russian think tank, told Moscow-based news service Interfax. "Three major groups of U.S. forces are still in the Arabian Sea and the Persian Gulf. Altogether, they have up to 450 cruise missiles on alert."

"Military operations against Tehran will begin with the launch of at least two unexpected strikes using Tomahawk cruise missiles and air power in order to disable Iran's air-defense capabilities."

"According to our data, up to 150 aircraft are to be involved in each strike on Iran. Land-based air-defense systems will be disabled in the first place, then mobile short-range systems, which Tehran has (including some 30 new systems)," he said.

Ivashov also did not rule out the possibility of nuclear weapons being used against Iran.

"Combat nuclear weapons may be used for bombing. This will result in radioactive contamination of the Iranian territory, which could possibly spread to neighboring countries," he said.

A press conference Ivashov held in Moscow March 30 led to speculation the U.S. would strike Iran on April 4 in a military attack code-named "Operation Bite."

In his most recent warning, Ivashov stressed the release of the 15 British sailors and marines captured by Iran robbed the U.S. of the pretext planned for a military strike last week. Still, Ivashov warned the U.S. had not given up plans to launch a missile and air strike on Iran before the end of April.

Ivashov gained international notice at the Axis for Peace conference in 2005 for his claim that "international terrorism does not exist and that the 9-11 attack was a set-up orchestrated by the U.S. government.

Russia's RIA Novosti news agency continues to support the charges Ivashov continues to make. On Friday, RIA Novosti quoted an unnamed Russian security source as saying, "Russian intelligence has information that the U.S. Armed Forces stationed in the Persian Gulf have nearly completed preparations for a missile strike against Iranian territory."

The U.S. Navy has announced the aircraft carrier USS Nimitz left San Diego April 2 and is headed to the Persian Gulf. The Nimitz is expected to relieve the USS Eisenhower currently on station in the Gulf. The Nimitz will join the USS Stennis in a continued two-carrier battle group presence in the Gulf.

The White House continues to deny categorically there are any imminent plans to launch a military attack on Iran.

Iran's President Ahmadinejad is expected to make a major "good news" announcement today at ceremonies marking the country's national day of nuclear technology.

This is the second time Ahmadinejad has raised expectations of such an announcement.

In February, Ahmadinejad also led the world press to expect a similar "good news" announcement at his Feb. 11 news conference scheduled to celebrate the 28th anniversary of Ayatollah Khomeini's 1979 revolution. Despite raised expectations, no such announcement was made.

Today's ceremonies are scheduled at Natanz, the site of Iran's deeply buried facility where Iran is currently enriching uranium, giving rise to speculation Iran will announce advancement toward its goal of installing 3,000 centrifuges to enrich uranium.

Reports are also circulating the U.S. participated in a prisoner exchange that was part of a "quid pro quo" negotiated to induce Iran to release the 15 captive British marines and sailors.

Jalal Sharafi, the Iranian diplomat who was freed two months after being abducted in Iraq, has accused the CIA of torturing him as part of his interrogation.

According to Associated Press reports, the U.S. has denied playing any role in Sharafi's detention and the CIA has denied Sharafi's torture charges.

Ivashov was chief of staff of the Russian armed forces when the 9-11 attack took place.

The Pantsyr 1 (known in the West as SA-19 GRISOM) system is designed to engage aerial targets, including missiles; the Khrizantema (9M123), to strike advancing tank columns at long range and destroy bunkers.

Our military sources report that the two weapons systems combined are built to repel advancing armored units while at the same striking helicopter commando drops behind their lines. A third recently-delivered Russian system, the TOR M1, has been put into service by the Revolutionary Guards to protect nuclear and other strategic sites against missile attack, including cruise missiles.

The Israeli military fears Moscow is also planning to supply Syria and Hizballah with the sophisticated SA-9 and 9M123. DEBKAfile’s military sources say that the two weapons in Syrian hands could seriously impair Israeli tank and helicopter movements and hit IDF positions and command posts deep inside the Golan.

Col. Yury Solovyov, commander of Russia’s Air Defense Forces Special Command, told Novosti news agency Friday, April 6, that Iran’s air defense system is strong enough to repel a US strike.

“Currently Iran has our defense missile systems which are capable of tackling US combat aircraft,” he said. “Iran also has French and other countries’ defense systems.”

Earlier, Russian Dept FM Alexander Losyukov stated that no US attack on Iran is expected in the coming days, contradicting a previous quote by Novosti from Russian intelligence officials who predicted a US missile strike against Iran, codenamed Operation Bite, at 4:00 a.m. April 6. Other Russian sources speak of an April attack.

The Pantsyr 1 is a radar command-guided, two-stage surface-to-air missile battery mounted on a 2S6 integrated air defense system, which is fitted with two banks of four missiles in blocks of two. Each can be independently elevated vertically. The weapon can engage aerial targets moving at a maximum speed of 500 meters per second at altitudes ranging from 15 to 3,500 meters. Its effective range is 2..4 to 8 km. A high-explosive fragmentation warhead is activated within 5 metes from target with a kill probability of 70%.

The Khrizantema’s supersonic missiles shoot at a speed of 400 meters per second to hit moving targets, including armored vehicles, at a distance of 6 km. This weapon can pierce 1,200mm of steel armor – even explosive reactor armor (ERA) - making both the US Abrams and Israeli Chariot tanks vulnerable. It can also destroy bunkers and engage low-flying helicopters. The Khrizantema uniquely features two guidance modes - automatic by roof-mounted radar, and semi-automatic by a laser beam rider.

Port city has plans to replace West Coast as delivery door for U.S.

Houston could be the new Wal-Mart of North America, replacing the West Coast as the delivery door for consumer goods delivered to the continent, with shipping and trucking plans that only enhance the concept of a combined North American Union.

As Commerce Secretary Carlos Gutierrez pushes for "major trilateral initiatives" that would capture the vision of the integration of the U.S., Mexico and Canada, and state lawmakers fight a rearguard action to restore confidence in the U.S. sovereignty, officials in Houston are watching plans to expand the Panama Canal, and measuring the depth of the port's water to see what limits there would be on ship sizes.

Jim Edmonds, chairman of the Port of Houston, told WND Houston already has 73 percent of the container market in the Gulf of Mexico, and 94 percent of the container market in Texas, and it is preparing to take advantage of the planned expansion of the Panama Canal. "So, it would be logical to assume that whatever growth in Gulf container traffic that comes from the expansion of the Canal would most likely come into Texas," he told WND.

A Cambridge Systematics study completed for the Texas Department of Transportation in October 2006 confirms that the impact of the Panama Canal expansion "will be felt most heavily on and around the Port of Houston, the state's largest container port and a key trading partner for goods shipped via the Panama Canal."

The study also documented the move away from West Coast ports, noting that "the Panama Canal's share of total container shipments between Asia and the United States has increased from 11 percent in 1999 to over 38 percent in 2004 and container volumes through the Canal are expected to grow by nearly 6 percent annually over the next several years."

It also noted that Texas ports are expected to grow by more than 40 percent on average between now and 2035. The report said when the canal expansion is completed in 2015, "the Port of Houston's growth rate will most likely increase significantly, placing pressure on terminal operators, trucking companies, railroads, state and local transportation planning agencies, and other stakeholders in the maritime and transportation communities to maintain operational efficiency on or around port facilities."

Edmonds told WND that the Port of Houston recently completed a project taking the depth from 40 to 45 feet, and that permits to go deeper – perhaps 50 feet – "are very challenging to come by in today's world.'

So he said plans are being considered to deal with that. "To handle post-Panamax ships, the Gulf Coast ports and probably the Florida ports will have go to a trans-shipment scheme put in place," he said. The huge post-Panamax ships will come into a facility in the Gulf or the Caribbean and the containers will have to be transferred to a smaller ship.

The Port of Houston just two months ago opened the Bayport Container Terminal in anticipation of an ever-increasing volume of container traffic coming through the port.

A press release on the Port of Houston website notes that container traffic at Houston has risen at an average growth rate of more than 10 percent per year for the last 15 years.

The press release also cited studies by the Texas Transportation Institute that predict a continued worldwide container growth rate of 7.2 percent through 2010.

WND previously has reported that an "all-water" route through the Panama Canal into the Gulf of Mexico is planned as an alternative to West Coast ports such as Los Angeles and Long Beach for container megaships from China and the Far East.

Cambridge Systematics concluded that the Bayport Container Terminal "will approximately triple the available capacity for containerized traffic at the Port and allow it to more effectively handle Panamax and post-Panamax ships."

According to the Port of Houston website, the $1.4 billion Bayport Container Terminal when fully developed will have seven container berths with the capacity to handle 2.3 million 20-foot equivalent units on a complex which includes a 376-acre container yard and a 123-acre intermodal facility.

Once the goods are on land, Edmonds confirmed, there also are plans working through the Trans-Texas Corridor for the expansion of I-69 to take the goods from shore to store.

"The Port of Houston's largest trading partner is Mexico," Edmonds told WND. "There are 13,000 truck crossings per day at Laredo, Texas. Most of those trucks are destined for the Port of Houston. Mexico uses this port a lot for its import/export traffic. So for many years we have been working on road and rail enhancements to move cargo back and forth from Mexico. The Port of Houston has been an advocate of the I-69 corridor since its inception."

"I-69 is basically an upgrade of I-59 to a super-freeway system," Edmonds explained. "About a year-and-a-half ago, the the Trans-Texas Corridor project and I-69 merged their efforts. The scope of TTC planning is huge, involving auto lanes, truck lanes, rail lanes, plus broadband corridors and pipeline corridors, all together with a funding source."

The TTC website now includes an I-69 section. The funding source for TTC-35, the superhighway planned to be built parallel to I-35 from Laredo to the border of Oklahoma south of Oklahoma City, is Cintra Concesiones de Infraestructuras de Transporte, S.A., a Spanish investment consortium.

"I am hopeful that the south Texas segment of I-69 will be among the first to be upgraded," Edmonds said. "I-69 is a good benefit for the Port of Houston. I-69 goes from Mexico to Detroit and over into Canada. I-69 is an excellent trade corridor. I see I-69 over time as a real improvement to the ability to move cargo from Canada to Mexico and the Port of Houston needs to be a player in that."

"There is also an initiative by the four Mexican states around Laredo, Texas, to come together on upgrade issues involving bridges and highways," Edmonds noted. "We also work with Mexico on customs issues. There's a lot of conscientious effort going on in Texas to make sure we have a better mobility system between Texas and Mexico."

According to the Port of Houston's website, the port is made up of the Port of Houston Authority and the 150-plus private industrial companies along the Houston Ship Channel.

Edmonds said that ancillary facilities also are growing.

"We have seen a spate of growth in distribution centers around the Port of Houston," he said, "and I anticipate that we will continue to see growth in distribution centers. From the distribution centers, the goods will either be sent directly off to a retail outlet or they will be repackaged and shipped them to where the need is for that particular product."

"If you look at this country, Chicago, L.A.- Long Beach, and Houston are three key freight-rail center," Edmonds said. "The Port of Houston in addition to the Port Authority is the second largest petro-chemical complex in the world. So, you have a huge amount of refined petrochemical product moving into the U.S. marketplace everyday through the port."

Edmonds said one of the goals is a port complex that would load trains and sent them out seamlessly to a marketplace including the West Coast, the Midwest and Mexico. The port estimated more than 32,000 jobs will be created at full build-out in 15 years or more.
